LED Display Certifications: The Standards and Marks to Know

CE, EMC, RoHS, UL, ETL, TÜV, PSE, CCC: what each mark covers and which apply in each country.
LED Display Certifications: The Standards and Marks to Know

LED display certifications show that a screen meets a market’s rules on electrical safety, electromagnetic compatibility and hazardous substances. In Europe, CE marking is mandatory. Elsewhere, other marks take over: UL, ETL or TÜV in North America, PSE in Japan, CCC in China.

Which LED Display Certifications for Each Market?

  • European Union: CE marking, which covers electrical safety, EMC and the RoHS directive among others.

  • United States and Canada: a safety mark from a recognised laboratory, such as UL, ETL or TÜV.

  • Japan: PSE mark.

  • China: CCC mark.

LED display certifications apply to a specific model. Always ask for the certificates that match the screen you are buying.

What Is CE Marking?

CE marking shows that a product meets the essential requirements of the European directives that apply to it: safety, health, environment and consumer protection. Its rules were harmonised by Directive 93/68/EEC of 22 July 1993.

A product in scope cannot be sold in the European Union without it. The manufacturer affixes the mark and declares conformity, based on tests or on certification depending on the case.

What Is EMC Testing For?

Electromagnetic compatibility (EMC) tests check that a device works normally in its electromagnetic environment without disturbing what is around it. They are mandatory in most markets, including Europe, the United States, China, Korea, Australia and New Zealand.

Our guide to LED display EMC explains the difference between Class A and Class B.

What Does the PSE Mark Mean in Japan?

The PSE mark is mandatory in Japan for many electrical products. It comes from the DENAN law (Electrical Appliance and Material Safety Law) and falls under the Ministry of Economy, Trade and Industry (METI).

What Does the RoHS Directive Say?

The European RoHS directive restricts certain hazardous substances in electrical and electronic equipment. Its first version, Directive 2002/95/EC, has applied since 1 July 2006 and covered six substances.

Directive 2011/65/EU replaced it, and Delegated Directive (EU) 2015/863 raised the list to ten substances. LED screens are in scope, because they contain circuit boards, solder and many electronic components.

What Does a UL Mark Guarantee?

UL marks belong to UL (Underwriters Laboratories), an independent testing and certification body. A UL-marked product has been tested on representative samples and meets the safety standards UL applies.

The value of the mark lies in the independence of the body, which has no financial interest in the sale of the product.

What Does the ETL Mark Mean?

The ETL Listed mark is issued by Intertek. It shows that a product has been tested to the applicable North American safety standards and that its factory is subject to follow-up inspections.

What Does the TÜV Mark Mean?

TÜV Rheinland of North America is recognised in the United States as a Nationally Recognized Testing Laboratory (NRTL). Its mark shows that a product has been tested to the applicable North American safety standards. The body is also accredited by the Standards Council of Canada to certify to Canadian standards.

What Is the CCC Mark in China?

The CCC mark (China Compulsory Certification) replaced the former CCIB and CCEE marks. It is required to sell, import or use in China the product categories set by the Chinese authorities.

How Do You Prepare LED Display Certifications for an Export Project?

Start from the country of installation, not the country of purchase. A screen sold in France must carry CE marking. If it is later installed in Canada, it must also meet North American standards. List the target markets in the specification, then ask the manufacturer for the matching certificates, model by model.

Keep the declarations of conformity and test reports: a client, an insurer or an inspection body may ask for them when the installation is handed over.

If the screen is resold or moved to another country later, those documents also save time: the new owner can check straight away which LED display certifications already apply and which ones are still missing.

Not strictly. It is a declaration by the manufacturer, who vouches for the product’s conformity. Depending on the directive, a notified body may be involved, but for many devices the manufacturer relies on its own tests or those of a laboratory. Wikipedia covers CE marking in detail.

A safety mark from a recognised laboratory (NRTL), such as UL, ETL or TÜV, is generally expected. The electronics must also meet FCC rules on electromagnetic emissions.

To check LED display certifications, ask the manufacturer for the certificates or test reports, with the exact model reference. UL, Intertek and TÜV also publish searchable online databases.

They apply to a specific model: cabinet, power supply and electronics. If the screen is modified or combined with other equipment, conformity of the whole set-up may need to be reviewed.
